Strategic Situation in 1945
By early 1945 Germany had surrendered, but the war in the Pacific continued. Japan had lost most of its navy and air force, its cities suffered massive firebombing, and a naval blockade cut off fuel and food. Despite this, Japanese forces still held large parts of China and Southeast Asia, and the government showed no clear willingness to accept unconditional surrender.
American planners considered a land invasion of Japan. The first stage, Operation Olympic, was scheduled for late 1945 against the southern island of Kyushu, followed by Operation Coronet against the Tokyo region in 1946. Estimates of casualties varied widely, but many military and political leaders expected very heavy losses for both sides. At the same time, Japan’s leaders debated how long they could continue the war, and some hoped the Soviet Union might help negotiate better terms with the Allies.
This deadlock formed the background to the first use of atomic weapons and to the final collapse of Japan’s war effort.
The Manhattan Project and Atomic Weapons
The atomic bomb was developed in a secret Allied program, led by the United States with British and Canadian cooperation, known as the Manhattan Project. It brought together physicists, engineers, and military officials at sites spread across the United States, including laboratories at Los Alamos and large industrial facilities at Oak Ridge and Hanford.
Scientists knew that certain heavy elements, such as uranium and plutonium, could undergo nuclear fission. In fission, the nucleus of an atom splits into smaller parts, releasing energy and more neutrons. If enough fissile material is gathered so that each fission triggers further fissions, an exponentially growing chain reaction can occur. A bomb design tries to bring a critical mass together extremely quickly and hold it together for a fraction of a second so that a vast amount of energy is released in a tiny volume.
In an atomic fission weapon, energy release grows roughly as a chain reaction. Once a critical mass of fissile material is assembled, each fission event can cause more than one further fission on average, which leads to a rapid, explosive release of energy.
Two main types of fission bombs emerged. One used uranium-235 and a relatively simple “gun-type” design, where two subcritical pieces are slammed together. The other used plutonium-239 and a more complex “implosion” design, where conventional explosives compress a core into a supercritical state. By mid 1945, the United States had produced a small number of each type. A test of the plutonium implosion device, called “Trinity,” took place in the New Mexico desert in July 1945 and demonstrated that the weapon worked on a scale never before seen.
These technical achievements directly enabled the attacks on Hiroshima and Nagasaki and shaped the political calculations at the end of the war.
Decision to Use the Atomic Bomb
Once it became clear that atomic bombs were functional, American leaders had to decide how to employ them. President Harry S. Truman, who had taken office after Franklin D. Roosevelt’s death in April 1945, relied on military advice and on the context of total war in the Pacific.
At the Potsdam Conference in July 1945, the United States, Britain, and China issued the Potsdam Declaration. It demanded Japan’s unconditional surrender and threatened “prompt and utter destruction” if Japan refused. The declaration left the future of the Japanese emperor ambiguous and did not mention the atomic bomb directly. The Japanese government did not accept the terms, partly because many leaders feared domestic collapse and punishment if they surrendered, and some still hoped for better conditions or Soviet mediation.
Within the American leadership, several options existed. Some officials preferred a demonstration of the bomb’s power on an uninhabited area, combined with a renewed warning. Others argued for continued conventional bombing and blockade to starve Japan into surrender. The dominant view in the administration and military command favored direct use of the bomb on cities that had so far avoided heavy destruction, in order to shock Japan into surrender and to avoid a costly invasion.
Truman approved the use of the weapon against selected Japanese targets. Military planners chose cities that were militarily significant, relatively intact, and not prisoner-of-war camps. These choices ensured that the effects of the new weapon would be unmistakable to Japan and to the wider world.
Hiroshima: First Use of the Atomic Bomb
On 6 August 1945, a United States B-29 bomber named Enola Gay dropped a uranium-based atomic bomb nicknamed “Little Boy” over Hiroshima, a city that served as a major military and logistical center. The bomb detonated at a set altitude above the city center, turning the surrounding area into a zone of extreme heat, blast, and radiation.
In a fraction of a second, the explosion generated temperatures of several thousand degrees Celsius near the hypocenter. Buildings within a wide radius were destroyed or heavily damaged. People close to the explosion were killed instantly, while many others suffered severe burns, injuries from flying debris, and acute radiation exposure. Fires spread through the city, and communication and transportation systems collapsed.
Exact casualty numbers are uncertain, but a very large portion of Hiroshima’s population died by the end of 1945, from the immediate blast, burns, and the aftereffects of radiation. Survivors, later known as hibakusha, experienced long-term health effects, including increased cancer rates, chronic illness, and psychological trauma. The attack showed a new scale of destruction from a single weapon and introduced radiation as a major factor in warfare’s human cost.
The Japanese leadership received reports of an unknown type of bomb that had destroyed an entire city. However, internal divisions and incomplete information delayed a clear decision on surrender. Some military leaders still argued for continued resistance, believing that Japan could extract better terms or inflict heavy casualties on any invading force.
Nagasaki and the Acceleration of Surrender
On 9 August 1945, three days after Hiroshima, the United States dropped a second atomic bomb on Nagasaki. The bomb, nicknamed “Fat Man,” used a plutonium implosion design and had been originally intended for another target, but weather and mission changes directed it toward Nagasaki, an important port and industrial city.
The terrain around Nagasaki, with its hills and valleys, shaped the pattern of destruction. Some areas were shielded, while others were devastated. As in Hiroshima, intense heat, shock waves, and radiation caused large numbers of deaths and injuries. Industrial facilities critical to Japan’s war production were badly damaged or destroyed, further weakening the already strained economy and military logistics.
The second bombing came as Japanese leaders were already processing the impact of Hiroshima and the shift in the wider strategic situation. It reinforced the impression that the United States possessed several such weapons and was willing to continue using them. The rapid repetition of atomic attacks increased pressure on the Japanese government to reach a decision before more cities suffered similar fates.
At roughly the same time, the Soviet Union declared war on Japan and launched a large offensive against Japanese forces in Manchuria. This new front removed any hope that the Soviets might mediate and threatened Japan’s remaining army on the Asian mainland. The combination of atomic destruction and Soviet entry into the war created a sense that Japan’s position was untenable.
Japan’s Surrender and the Emperor’s Decision
After Nagasaki and the Soviet offensive, Japan’s highest decision-making body, the Supreme Council for the Direction of the War, faced an immediate crisis. Civilian leaders, including Foreign Minister Togo Shigenori, argued that continuing the war risked national annihilation. Some military leaders still hoped to resist an invasion and obtain better surrender terms, particularly concerning the preservation of the imperial institution and the avoidance of occupation.
The main internal debate focused on whether to accept the Potsdam Declaration as it stood or to seek clarification about the emperor’s status. The Japanese government sent a message through diplomatic channels, indicating willingness to surrender if the emperor could remain as a sovereign ruler. The Allies replied that the emperor would be subject to the authority of the Allied supreme commander, but that the ultimate form of government would reflect the freely expressed will of the Japanese people.
Within Japan’s leadership, a deadlock developed. The cabinet could not reach unanimous agreement, and the Supreme Council was divided. Emperor Hirohito then intervened directly in what became known as the “Imperial Decision.” In a rare personal move, he expressed his wish to accept the Allied terms, stating that continuing the war would bring ruin and that Japan must endure the unendurable to save the nation.
Even after this decision, some officers attempted a coup to prevent surrender, fearing the loss of Japan’s traditional order. They tried to seize control in Tokyo and to block the emperor’s recorded surrender message from being broadcast. The coup failed, and loyal forces suppressed the plot before it could change the outcome.
On 15 August 1945, Emperor Hirohito addressed the Japanese people by radio. Speaking in formal language, he informed them that Japan would accept the Allied terms and cited the “new and most cruel bomb” as a key reason. For many Japanese citizens, this was the first time they had heard the emperor’s voice. The broadcast marked the effective end of fighting, though formalities would take several weeks more.
Formal End of World War II
With Japan’s acceptance of the Potsdam terms, the focus shifted to arranging the occupation and formal surrender. American General Douglas MacArthur was appointed Supreme Commander for the Allied Powers and given broad authority to oversee the demilitarization and reform of Japan.
On 2 September 1945, representatives of Japan, the United States, and other Allied nations gathered aboard the American battleship USS Missouri in Tokyo Bay. In a brief ceremony, Japanese officials signed the Instrument of Surrender. Allied representatives then signed on behalf of their respective governments. This date is generally taken as the official end of World War II.
The surrender terms required Japan to disarm, release prisoners of war, and accept occupation. Allied forces entered Japan and began to dismantle its military institutions, prosecute some leaders for war crimes, and supervise political and social changes. The emperor remained as a symbolic figure, but his role was defined within a new constitutional structure.
In the broader international context, the end of the war shifted attention to postwar reconstruction, the fate of occupied territories, and the emerging relationship between the former wartime Allies. The atomic bombings formed part of this new reality, both as symbols of American power and as warnings of the destructive potential of nuclear weapons.
Immediate Human and Political Consequences
The immediate human consequences of the atomic attacks were visible in the ruined cities and the suffering of survivors. Hospitals were destroyed or overwhelmed, medical staff were killed or injured, and many people lacked food, shelter, and basic care. Radiation sickness, a new and poorly understood condition at the time, caused symptoms such as hair loss, bleeding, and severe infections. Over time, patterns of illness and increased cancer risk emerged among the hibakusha.
Politically, the bombings contributed to debates within Japan and abroad about responsibility and morality. In Japan, some saw the emperor’s choice to surrender as an act that spared the nation from further annihilation, while others questioned the decisions that had led the country into a war it could not win. Internationally, people argued over whether the atomic bombings were necessary to end the war or whether alternatives might have been possible.
The presence of atomic weapons also affected the first postwar conferences and arrangements. Both allies and rivals understood that the United States now possessed a powerful new technology. Discussions began about how to control nuclear research, how to prevent further proliferation, and how to balance military deterrence with the risk of unprecedented destruction.
These consequences tied the closing act of World War II directly to the emerging nuclear age and influenced the shape of international relations in the years that followed.
